Inferred from other complaints this is a telemarketer or a phishing scheme.
If you answer, you will speak to a live person. If you don't, the message says the government is providing ways to help reduce debt problems. Not a robo call. I hung up, so I don't know if it is true telemarketing or phishing, but googling this number shows other topics coming from the same number.
