credit card services. I filed the same complaint about 6 months ago, calls stopped for a while but they are back with a vengence

Debt / interest rate reduction on credit cards. This came in while I was not home, but is the exact same message that came in last Friday, when I was home. I then took the call, presssed '1' for a living person, asked not to be called again (which I have done MANY times before to this ad) - but they hung up without a response. Question - what good is DO NOT CALL if it is not followed and apparently can't be enforced? I filed a complaint yesterday on the Friday call - which are now coming in a rate of 1-2 per week !!!!!!
