I called the number back with my caller id blocked. It's a magic jack number, and the call wouldn't go through because my caller id is blocked.

Yep same call. The IRS doesn't call and threaten people this way. They will send you mail many Times before they do anything and usually you know if you are behind. This is fake ignore it. Or better yet call the cops and have them write a report and or figure out who is doing it.
