lady on other end would just say hello?..... hello?

Unrecognized number so I didn't answer. Called back with my called ID blocked.
"Hello, this is Tracy."
"Hi Tracy. I received a call from this number. Who are you with."
"I'm not allowed by federal law to disclose that."
"You're a liar, Tracy. Federal law requires that you disclose who you are with. You can't just be calling people and refusing to disclose who you're with. Is this some sort of scam? Is that why you refuse to answer my question?"
"Would you like to talk to my supervisor."
"No, I'd like for you to never call me again. Obviously you're running some kind of scam if you can't even be honest and tell me what company this is."
I then hung up.
