This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the phone when the call is answered, and yet further violate it by playing a recorded message without an operator on the line. When you do get to an operator, they hang up on you when you ask for their phone number and physical address, further violating the TCPA (and demonstrating that they are a scam as any legitimate business would gladly provide that information). Their recording states that the victim's history has been monitored, and that the victim has been qualified for a 0% interest rate on all their credit card debts. However, the operator asks for information making it clear that the scammer has not already qualified the victim. This is clearly a credit card scam. Do not provide this scammer with any financial or personal information.
