Numbers manually dialed (i.e. not by a dialer computer) will always come through, regardless of whether or not your number is listed in the National Do Not Call Registry. This is how spam/scam, telemarketers, and collection agents circumvent the Do Not Call list. They buy or acquire your number from a third party, and manually dial it. They know there is no way to avoid the call by this method, so people still get unsolicited calls. The best thing to do is just block the number.

I just got a call from them also. Didn't leave a message and when I called back, it said that 'my call couldn't be completed as dialed'. I am also on the National Do Not Call list so how can they call me?

The guys name was Shane when they called me with some credit card scam. Said he was from Member Services or something like that. I told them I was looking at the Minnesota Attorney General's site and it said they were a scam. He got mad and told me if I didn't want to save money it was my fault and hung up on me.
