It comes from a overseas (India) call center. Most likely illegal collection calls that they think is a legal loophole to avoid U.S. and state law. Most of these calls are scripted by probably poor women who are forced to do this for a very small hourly wage. There English is limited to the scripted message which has an intent to scare older people to give out credit/debit card numbers out of fear of being sued.

Called and said it's a recorded line and asked for a person I don't even know.
