Yes I recieved a call from this number 469-470-0999 caller I.D but I didnt answer and I wont! Plan to change my phone number

This number calls me. I did not answer. No message/voicemail left. I called back and got an automated system saying that all the representatives are busy. No business or organization is named. Says if I've received a call from this number, that I should expect another call the next day. Says to press 5 to be removed from their call list. Pressed 5 but their system did not recognize it. Pressed 5 again, still their system did not recognize.

Automated caller looking for donations for fallen officers in Texas. Hung up.

I got a phone call from this number stating he was from a "Local" Police Department and there taking donations.

I said sure I'll donate $20, he asked for my credit card number.
I said send me a envelope in the mail and I'll donate.

He said no I can't do that but we can take credit card.
I said what "Local" Police Department. *Hangs up*

When I say local. The guy didn't mention a "City" he just said Local.

They call. I answer and say "Hello" in a clear voice. I hear nothing but silence. I wait about 20 to 30 seconds and hang up. Very strange. What do they want? And why do they keep calling?
