Credit Card Intrest reduction as low a 4.5%

The message said that Heather from Cardholder services was calling to let me know that everything with my account was fine but that I had the opportunity for a free upgrade to a card with little interest and lots of benefits. I was then told to select 1 to speak with a representative. Today when I tried that, I was hung up on. Previously, I have gotten through to a person and asked what credit card they are representing. The person told me Visa and Mastercard credit cards, neither of which I have. I started to ask the person to remove me from their list but they hung up on me. This has happened to me before where I have tried to state that I wanted to be removed from the list and was not allowed to communicate that message. Once before I was laughed at for asking for my number to be removed before the call was ended by the representative.
