Online pharmacy. The caller ID is fake. They are in India and do not care a whit about US telemarketing laws. The only thing you can really do is (assuming they're calling your cell) is to install a call blocker app (this feature comes with some phones now). There are good blocker apps for all smartphone platforms out there.
