Reduce my credit card rates

Offer to lower credit card interest rate. I have received nearly 50 calls from this organization this year alone. During the initial (recorded) part of the call the message states that they have attempted to contact me on numerous occasion and that I should press "1" to speak to a specialist or that I may opt out and placed on their "do not call" list by pressing "9". I have repeatedly attempted to opt out to no avail. I have asked the "specialist" to place my name on their "do not call" list and he/she simply hang up. Usually the number appearing on my caller ID is a fake number but occasionally, it is real. When I recall these "real" numbers, I get a recorded message saying that I can opt out from these "marketing calls" by pressing "1", which I have done, again to no avail. I cannot complete Item 5 below because the calls have been too numerous to keep track.
