'Credit Card Services' - the recorded message states that 'there is nothing wrong with our credit; however, my eligibility will expire soon to lower my interest rates on my credit'.
It will then give the option to press 1 to speak with a LIVE person or 3 to choose to OPT OUT of future calls. I have done BOTH since #3 didn't seem to do the trick. The LIVE person ALWAYS hangs up on me - never lets me finish. I have told them I am on the DO NOT CALL LIST and then I tell them to REMOVE me from their calling list. Usually by then I am talking to 'air' They are gone, yet the calls continue. Is there a way to collect from them by filing charges??
I have also noticed that there are 3 different numbers they call from:

503-563-0072 - Calls the most
866-828-0183
201-632-2362 - 'New York' - on Called ID

I have even called back to talk with them - pressing the OPT OUT of future calls........still, calls come.

Lowering interest rates on credit card debt. Starts as an automated message, then spoke to an agent (Joseph). Polite, and asked to be removed as the automatic opt out does not work. Number has a (503) area code, but stated they were in Florida.
