The caller ID says "Convergent Res," and they opened up the call by saying it was being recorded, and rudely asked for someone I don't know, but has the same last name as someone who once had this number. These collection people are soulless and should be held for damages for each and every call once they are notified using the rules of the FDCPA, and any collection person should be prosecuted individually (employees) and collectively (business) federally and locally, since they are committing such violations with an federally-regulated utility. The Do Not Call List set up by the Bush administration has no teeth, and is nothing but a window dressing sloppy wet kiss to the AARP complaints in the early 00s. Personally, if I knew someone was a collector, I'd treat them the way I'd treat a pedophile or trophy hunter.
