They claim to reduce interest rate on credit cards drastically. They want me to press 1 to talk to an operator. I repeatedly inform them that I do not want them to call me back, but they do once every week or so from a different phone.

"last chance to lower my credit card rates". They repeatedly call my home number, 909 599-8500 and now have started to call my cell. I have asked several times to place me on their do no call list.....as I am registered with the National "Do No Call" program, home, work and cell. They continue to call and one time even asked for my credit card number to check and see if I qualified for their program. I asked for their number and was told that I could not call back for the reduction in rates. I could only receive the special rates if "they" called me. I then asked for the name of the company and he abruptly hung up.

I have received more than 400 "lower your credit card interest rate" calls on my unlisted - Do Not Call registered cell phone. They are now calling 4 to 5 times per day. These calls have been increasing ever since the FCC has taken action against the 7 robocall spammers.
Slapping them with a fine that they do not have to pay isn't going to deter them at all. You need to go after them in CRIMINAL court for the advance fee fraud and the identity theft.

Ann from Account services calls telling you there is a new government program that can lower your interest rates on your credit cards press 1 to speck to a repersentive. Then they ask you if you owe more then ten thousand dollars.
