These people have called me 5 times in the last 4 days. Who are they and what do they want? is this a SCAM

I just got a phone call from this number... 1-518-899-8999, I've been getting a call from this number for about a month now and when I answer they say they are from Microsoft. I usually tell them to take my number off the list and hang up. Tonight I answer and a male with a very heavy accent says he's from Microsoft and needs to speak to the user of the computer. I said "can I help you"? He told me to go in front of the computer and he'll tell me why he called. I explained that I don't have a computer and you know what he said?!? " Thanks for wasting my time bitch! "

Says he's from Microsoft and I'm not taking advantage of certain "services", directed me to Microsoft.com and instructed me to type in the search field 4298996922, which brought me to General Information page.
