I am on Do Not Call list. Why can they still reach me?

reduce your credit card interest rate, time is running out, this is your last message... I have complained about this number before, this is not my last message. When I speak to the live person, I ask their name, company name, and told them that I have been do not call list and have complained to them to remove my name from their list. I was also on the DNC list at the FCC.
