To lower the interest rate on an existing credit card account. When I asked what credit card they were calling in reference to, they quickly hung up.

They claimed that I qualified for 4% credit card rate. That the FCC had a new law which I could take advantage of to lower my credit card rates to 4%. I selected "1" to hear more. A woman answered the phone and I asked what company she was from. She hung up.
