This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA failing to have an operator on the line when the call is answered, and yet further violate it by playing a recorded message without an operator on the line to pause or stop the recording. They still further violate the TCPA by failing to provide a physical address or phone number when asked - since they don't ever have an operator on the line on their scam call. The recording is promising people thousands of dollars per year in reduced credit card fees by participating in their scam, but no information about what the scam is except that the government has legislated these savings. This is clearly a scam. Do not provide this scammer with any personal or financial information.
