This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered, and still further by playing a recorded message without an operator on the line. Once you do get to an operator, they refuse to provide a phone number or a physical address when asked (instead hanging up), yet further violating the TCPA. Their recording states that the victim's accounts have been reviewed and that the victim has been qualified for a guaranteed credit card interest rate reduction, but the questions the operator starts asking clearly demonstrate that the victim has not been qualified. This is clearly a scam, as no legitimate financial institution would use this kind of sham marketing to try to solicit business. Do not provide this scammer with any personal or financial information.
