Persistent telemarketer trying to sell health insurance. I have told them to STOP calling me, but they refuse. THEY SHOULD BE PUNISHED!!!!

They have called a few times on my cell and never left a message. I picked up today and there was no one there. Number is supposedly assigned to someone in Palm Beach, FL.
