I got in touch with AT&T and they confirmed this number to be their voicemail number. I had my doubts about it since it was making some static noise and the recording just didn't feel right.

They call me constantly even though I blocked them. Messages all the time.

I think it's phone hackers using the AT&T Voicemail center to do whatever they're doing. This number leaves blank voicemails on my phone. Tonight when it was trying to connect to my phone (in the background, without ringing it) my security software locked the phone because someone tried to root it. There were several voice messages over several months and all were blank. Nothing there.

Called me 23 times now over the last week, stated that I had a overdue phone bill in the amount of 98.65 and they were sending my name to collection's if I didn't give them my credit card numbers immediately lol. First off I don't have a credit card, second I don't have at& t nor did I ever lol.
