This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the phone when the call is answered, and still further violate the TCPA by playing a recorded message without an operator on the line to pause or stop the recording and answer questions. Their recording claims, falsely, that this is the victim's second and final notification and that they desperately need to talk to a representative about lowering credit card interest rates. This is clearly not the behavior of any legitimate lending or financial institution. When you do get to an operator, they further violate the TCPA by hanging up rather than providing a phone number when asked. This is clear a scam. Do not provide any personal or financial information to this scammer.
Same scam from different number
It's the same old "lower your interest rates" scam. It appears to be coming from a USA boiler room, not India or Pakistan. The agent said it was the "account qualification program" and their website was "accountqualification.org." Then he hung up. That website doesn't exist.
