This is not a scam. You can find their number listed on the Arizona Health Dept Website. It lists the actual numbers that will call you

Claims to be the Arizona Health Department. This ia a "government" Scam.

Left several vm saying they were from AZ public health with questions since someone with this number tested positive for Covid. Ironically, AZ is where covid tests are sent to be processed.
