Hello Greetings,
I am under the impression and I I believe this is not a "telemarketer". It is a "Collection agency" *
(from either-Citizens Bank-or Nieman Marcus new Credit Card holders-awful)
trying to disguise themselves as one. In order to get around the law. Or call limit restrictions.By not leaving a message doesn't count as a call. They are very persistent and annoying. A suggestion is to answer be overly polite thank them for calling and hang up. It will count as a call.
Also If in "Do not call" list check to see what rights and restrictions are covered. There might be penalty's involved.
