Electric bill program- eligibility.

At times when I do receive voicemails it relates to "lowering the interest rate on my loans" but otherwise they call repeatedly and just hang up or don't leave a voicemail.
They were telling me I would be receiving an increase in my energy rates. Funny thing is that our service for heating is not in my name nor is my cell phone listed with this company.
