A new to me robo call from "Jessica" who purports to be from Clean Air US Air Duct cleaning and dryer vent specialists with a $39.95 "special" in our area.

I doubt this is a legitimate offer, it just reeks of identity and credit card theft, and their blatant disregard of the Do Not Call list certainly speaks volumes about their business ethic.

[female voice] "Hi, this is Jessica from Clean Air US Air Duct cleaning and dryer vent specialist. We are currently running a $39.95 special in your area. Press [1] to hear more details about this offer or press [9] to be placed on our internal Do Not Call list. Thank you."
