At times, the calls say they are from "Cardholder Services" and want to lower my credit card interest rate. Other times, they say they are selling car insurance. Other times, there is just silence on the phone.

Claimed that the Pennsylvania DOT/DMV told them I was paying too much car for car insurance, and to press #1 to speak to a live operator. The name of the business is not mentioned at all in the pre-recorded message. (Nor in the message if you call back the number.)
