they want to reduce my interest rate on a credit card

I'm sure they were selling credit cards! They didn't answer, but I have been getting these phone calls from different numbers weekly. Today I got two of them. Sometimes the phone number they call from says all zeroes, and sometimes they come from different area codes. I've been getting a bunch of these calls since I purchased a 2010 Kia from the Kia Dealership by the Dayton Mall (I725). I've asked them to remove me from the list, but apparently they didn't do it.

It mentioned that it was the last notice to take advantage of a better credit card rate. If interested, it asks the person to press 1.

Pre-recorded message telling me final chance to lower my interest rate on credit cards. No opportunity to opt out of call. I pressed 1 and a live person came on and I advised that my number is on the do not call list, I want my number removed from their list and I would be making a complaint. The caller then hung up on me. This type of call uses my minutes without my authorization.

Message states my credit card company is "ripping me off" and they offer a service to help.

What is the point of having a law against this if no one enforces it?

It appeared to be some sort of credit card consolidation and debt reduction service. The recording started with "your credit card company is ripping you off," mentioned "new Truth & Lending laws" and then "guarantee[d] to have you debt free five times faster." Pre-recorded message ended with "press 1" to talk to an advisor and "press 9" to remove yourself from our list.
