They want to reduce my credit card interest I continue to get calls from 610-613-2100 (zeeland, MI) but when I answer, no one is there.
I've tried calling back and I get some sort of card services recording and or it just rings and rings

Some ... just the state N.Y, Wash. etc.
There are different dates a times. I erased them after writing them down. Currently I do not know dates and time of each!

I have received more than 400 "lower your credit card interest rate" calls on my unlisted - Do Not Call registered cell phone. They are now calling 4 to 5 times per day. These calls have been increasing ever since the FCC has taken action against the 7 robocall spammers.
Slapping them with a fine that they do not have to pay isn't going to deter them at all. You need to go after them in CRIMINAL court for the advance fee fraud and the identity theft.
