CREDIT CARD RATE REDUCTION. ALWAYS SAY SECOND TO FINAL NOTICE LIKE A THREAT BUT HAVE NEVER REQUESTED THIS SERVICE OR AUTHORIZED ANYONE TO OFFER THIS SERVICE. CREDIT FILE IS IN FACT LOCKED SO THEY WOULD HAVE NO WAY TO GAIN INFORMATION WITHOUT AUTHORIZATION.
