This is a robotic call that is made to sound like a real person/conversation by a company that surely buys lists of people who are in collections and hopes to make a connection with someone who owes delinquent taxes, as many people do, especially those in collections. They are either an outright scam that is trying to scare you into thinking you owe money when you don't & will simply beat you out of your money by trying to collect the fictitious amount, or they'll scam you legally by charging you hundreds & usually thousands of dollars for something you can do yourself without anyone's help --- the IRS has a form you can fill out to apply for debt relief from them, which is called an Offer in Compromise. Use IRS Form Booklet 656 (Google that) to find out how to fill it out & it has the forms needed in that booklet. You don't need an accountant or lawyer or anybody to help you do this, just read the instructions & fill it out accordingly & mail it in & wait for a reply from the IRS.
