Left message to call back as soon as possible before proceed further in any legal manner , definitely sounded like a a "robot" and was not a live person leaving message, I did not call back.

It’s scam
I didn’t know the IRS had camel jockies working for them who can barely speak English (forgive my absolute unforgivable rudeness, I’m just so angry). I realized this when I returned the call as the woman’s message was cut off and all I heard in the message was “very important to return call before legal action is taken”. When I phoned back, the man answered on the first ring (definitely not the IRS) and stated, “Thank you for calling the IRS, how may I help you?” in a very thick accent. Please!!!
