I agree, I have this number as my smsc number too. And have the same problems. I'm fighting back though. I they picked a fight with the wrong guy. Request all the personal info that Telus has on you, everything ask for everything. That what I didn't. I've figured out so much. I'm going to Request all me personal data from Samsung as well.
This number is being used to access user data on Samsung devices. Somehow, a work policy/group sharing and administration policy is enforced and mandatory. This is zero way possible to remove these administration settings. The settings have FULL access to everything on your device. Call logs, text messages even if you use encrypted messaging, your secure folder, pictures, downloads, literally everything on your phone is re-routed to this number. Telus is behind this on my device. I will be paying my plan out, and switching to a pay as you go number as this sort of privacy breach is unbelievably unnaceptable. The phone is even able to turn your bluetooth on, your NFC reader, nerby device sharing and connect with others phones and PC devices. I have caught my phone creating NFC controls and commands on my windows 10 PC. Sending and recieving god knows what information. It's actually one of the most INSANE things I have ever seen in todays day and age. Zero privacy is enabled on these Samsung, Telus controlled devices.

They have been accessing All of my information. I can not change my Message Centre # I had the same number on my Samsung Galaxy S9 on my "public Mobile" service! It is ALL FRAUD!!! IT'S STARTS WITH PUBLIC MOBILE AND KNOXSECURITY!! I'M REPORTING TO POLICE RIGHT NOW!!
