Combined petty authoritarian and hostile bad attitude, demands for personal information, but not willing to reciprocate with info about themselves, so probably just another collection agency trying to indiscriminately spook, harass, bully whoever they can get to pick up a call, if not for money then for info about whoever may owe that debt.
