It is a Credit Card Interest Rate lowering SCAM Robo Call. Report these to the FTC to help them track them down at:

HAVE A SECURITY SCREEN ON MY PHONE. MOST CALLS HAVE STOPPED, TODAY I GET THIS ONE AND THE CALLER ID SAYS INFO SURVEY 669-231-2023, I HAD THE PHONE RIGHT BY ME SO I ANSWERED IT, ALL THE ROBOT RECORDER SAID WAS GOODBYE AND IT DISCONNECTED. SO ANNOYING.
