The recorded message says, "This is Account Services calling." It goes on to say that the call is the "...final notice..." to lower the interest rate on my credit card. A person I spoke to said that their company was given my phone number directly from Visa Card Services. I called Visa to confirm this. The Visa representative said that was not true, and that Visa would never give an outside party my information for the purpose of lowering my interest rate.

Reduced interest rate on credit cards. Once rep comes on phone they ask if you have over 'X' amt of debt. If you say anything other than yes..such as Do not call me or I'm on do not call list they hang up before you can finish the sentence. If you say yes to their question and the rep starts their script, they hang up if you start to say anything that doesn't answer their question.

When you get to talking to the people offering to lower your credit card rates, they claim that they have the pull to lower your rates based upon recent legislation. There is a fee of just under a thousand dollars. They also require, or have, credit card information on you.

Said was calling on behalf of Chase, Citi & Capital One to offer lower interest rate. Insisted that I provide last digits of credit card to confirm for security purposes that I am account holder. I refused, he said then I do not quality and he disconnected. VERY POOR ENGLISH - sounded like maybe from India or that region. I immediately reported this event to Capital One
