Claimed that since the federal interest rate was now lower, they could lower the rates of all my credit cards as long as I was paying 12% or higher.

This is a caller using any means to extract info from us, do not let them get in two words, hung up on them and report. They are collecting are number from Facebook, Yahoo, Googles and stealing info from other means... If these peopoe are really offshore we will never catch them...
Report them to every agency you can and then file with your local phone company for harrassing calls and then to local District Attorney office after you follow the procedures to report your complant. We can win if we report it and follow through with our actions.

calls say I qualify to lower my credit card rate. Press 1. Once pressed one, connects me to operator whos say she needs some info to see if I qualify. As soon as I say "I am on do not call list" they hang up.

"I have had this number calling me for months. today i got tired of it and pressed one to speak so someone and the Guy started sexually harrassing me over the phone.. Said they are debt release company and he answered by the name Jason and then mysteriously changed his name to Julian Mason. I want to report these scum bags! He hung up on me.. I have no credit debt- i'm tired of these calls!"

Lowering credit card to lower interest rate. The name and number that came up on my cell phone was my friends name and here is the out of state number that went to my cell 1-7016719447. They stole her name so that I would answer the phone.
