The pre-recorded message was an offer for "escorts" within the state of Nevada.

They said they were calling to lower the interest rate on my visa or mastercard but they would not identify the specific card issuer when I asked them to do so.

Message claims that there is not a current problem with my credit account, but that I must contact them immediately to discuss it. IT gives you an option 1 to connect or 2 to be removed. However pushing 2 does nothing and the dialer calls back a few minutes later

Promises of reduced interest rates and assurance of no current problems with the receivers current credit card.
