spam/phishing caller. wanting to reduce credit card rates.
do not give them any credit card info, as thats like giving them the key to steal from you. and that's what they will do, is steal your credit card numbers and have a field day.

We're on national do-not-call list and unlisted besides, but this number called us at 6:50 EDT today anyway. I missed the call. Caller does not accept callbacks. Sure looks like a spam caller to me.
