They tell you that they can get you lower rates on your credit cards and to press 1 to connect to a live representative. When you get connected, they try to get your account numbers and tell you that the office phone number is 212-660-2245, the NYC Rejection Line. They tell you that they don't have a home office address and if you continue to ask too many questions, they hang up on you.

It offers a "better" interest rate than you might already be receiving on your credit cards. At first the message almost seems as if something is wrong with you current cards and that you need to speak with someone.

I have received more than 400 "lower your credit card interest rate" calls on my unlisted - Do Not Call registered cell phone. They are now calling 4 to 5 times per day. These calls have been increasing ever since the FCC has taken action against the 7 robocall spammers.
Slapping them with a fine that they do not have to pay isn't going to deter them at all. You need to go after them in CRIMINAL court for the advance fee fraud and the identity theft.
