What the program is offering: "funding from local utilities company and energy star manufacturers and cash incentives to provide an energy discount on upgrades". Funding is central heating, air, roof and installation. They are based out of San Francisco. Utility Reduction Program is the name of the company. It's a private organization. Woman on the line says that they say they are allowed to call as they are not selling anything. Whatever, their calls are annoying.
