Charter Cable displayed on ID but no message just background noise and breathing

You have been contacted by Charter Communications to receive a special deal

The person calling said they were from Charter communications, but they said "Good AFternoon," and it is clearly not afternoon in my area and Charter has never called after 6PM. When I looked the number up, it said no results were found for Charter-the call was going in and out and she was trying to sell me some service.
