Amending prior remarks as I just heard back from OC Register that the number is theirs and is from the payments department. So, not a scam number.

Just called the OC Register and this is NOT their number. It sounded like a sales pitch but when I answered the guy spoke like he was talking to someone else . I asked who was calling and then silence. I redialed the number and the recording did not identify the caller. I have blocked the number.
