Robo call announcing "Hello this is a public message for all Penelec customers..."

This call appears to be a bait and switch offer in south central Pennsylvania to lower your Penelec electric rate, but typically raises your rate once you switch to their electricity delivery service.

Their call insults our intelligence on many levels, including their "shotgun" approach to making mass phone calls, hoping to find a few people who are interested in lowering their electric rate, and their total disregard of the Do Not Call list certainly tells us a lot about their business ethic, doesn't it?

Here is a transcript of the voicemail they left when I was not available to take their insulting, automated, intrusive and unwanted scam robo telemarketing call:

[female voice:] "Hello this is a public message for all Penelec customers. If you have not missed a payment in the last 6 months then you may qualify to receive up to 15 percent reduction on your electric bill. Please press one on your phone now to speak to your account representative. Again press the digit one on your phone now to receive up to 15 percent discount on your Penelec electric bill."
