The caller said that the services were about a credit counseling service. If i look at my phone before i answer it and see that it is one of the harassing numbers then i do not answer the call. If i answer the call and realize it is a harassing call then i usually hang up. Once i stayed on the line long enough to talk to an actual person and told them not to call me, details provided below.

It says Consumer law allows you to lower your interest rates on your credit cards. OR something very similar to that.

Lower interest rates call from 719-263-8570. The consumer tries calling the number back and it's no longer in service. He states these folks have been calling from this same number for a long time.

Called number on do-not-call list. No clue who it was, since they left no message. It's a regular thing, just like so many others have said; they are spoofing the caller ID, I suspect.
