I WAS INSTRUCTED TO CALL RIGHT AWAY TO "DEAL" WITH MY CREDIT CARD. ALTHOUGH THEY DID SAY THERE WAS NOTHING WRONG WITH MY CREDIT CARD.

The call is referring to a "Service" offered to lower the interest rates of ALL of the call receiver's credit accounts, should the receiver qualify for the "Service", which is determined by answering questions about the receiver's financial status.
I can only speculate that the receiver is supposedly to be notified by mail of the approval/turn down status of the phone application.
In reality the notification is never sent, because the call is purely a scam to get information.

Credit card solicitation

offer to reduce interest rate on your Visa or Mastercard. Press 1. I did, when asking what business or credit card they were calling about, they stammered. When I told her I did not have a Visa or Mastercard, she hung up on me.

Credit card account.

Reduction in credit card rates. They wanted my social security number and checking account information.

The call advertises credit card debt consolidation and rate decreases.

Caller tried to sell some sort of credit services.

Offer to reduce credit card debt with lower interest rate. I do not HAVE ANY credit card debt.

They say they can lower my credit card rate.
