Either these are liars thieves and cheats or someone has "stolen" their number and purporting to be from "Windows" and/or "Microsoft".
If this is NOT this Company Level 3 Communications, then they need to be aware that they have been robbed and are being abused by scammers.

This number is a known telemarketer of home improvement services and calls me repeatedly, usually hanging up when my answering machine answers. This time the machine recorded a second of boiler room noise and a male voice that said, "Hey." According to the usual lame websites, this number is in Montebello, CA. The carrier is Broadwing Communications, LLC and it is currently on switch number LSANCAVADS2. Broadwing, 1122 Capital Of Texas Hwy S, Austin, TX 78746, 512-742-3700, is owned by Level 3 Communications, 1025 Eldorado Boulevard, Broomfield, Colorado 80021, 720-888-1000 (http://news.cnet.com/Level-3-to-buy-Broadwing-for-1.4-billion/2100-1037_3-6126649.html?).
live in mi. got this call around noon 6-24.left no message.the city i live in happens to be divided about in half between Charter/ATT on one side and ATT/COMCAST on the other.i live in the latter group so if it's charter they can't hope to get my business.
