They are a third party debt collection company that purchases (pays off) old balances from creditors (like credit card companies) for pennies on the dollar.
Example: You opened a credit card account and racked up a balance of $600 and never paid it. After the original company sends the balance to "collections", companies like PORTFOLIO negotiate the balance and once the original company agrees to a lesser amount, say $200. Then you'll start receiving calls from PORTFOLIO. They will call constantly to try and collect on that old balance. Their goal is to collect the ENTIRE $600 so they can profit, so if you're sure the debt is valid, negotiate your own terms for the repayment.
While they are annoying as heck to me, they are not a scam.
Note: they use an array of area codes. They can call 10 times a day and each call will show a different area code. They are hoping you pick up by calling from a new number each time. Very crafty.
