Number is from Muncie Indiana. Called asking for a person by name knew where they worked. I did not get the impression it was a collection agency. And it was definitely a real person.
This is a localized PBX for a federal student loan collector in California. They'll call all hours of the day and night but never leave messages, as that would be considered leaving private information on a voicemail / answering machine with unknown listeners and become a fine for each incident. There are a couple of other numbers similar in this exchange which are used by the same company. Their name escapes me right now, but that's who it is.

This company is also very hard to work with; the government has its own programs (consolidation being one) to get student loans out of default / collections, but this agency receives something like $1000 per $5000 of owed loan as a "collection fee" and is almost impossible to get debts cleared with, even if they are under the federal consolidation programs, because they want their $$$. Very dodgy. Go through the federal websites instead, I would suggest not talking to them.
