Just received a call from this number wanting a donation to a firefighters relief fund for those injured or killed on the job. After informing him I have been in the fire service 30+ years he hung up on me.

Yes - very rude
If they cant leave a voice mail, they are just fishing for a fool to answer at a later time so they can stick it to you with their spam bs. That is why they will not reveal intentions of their call, so you wont block them.
Called and when I answered, hung up.
No message.
